Outcome-based contracts: buying security by results

A traditional security contract buys headcount: a number of officers for a number of hours. Outcome-based contracting buys results instead, and leaves the security agency room to combine people, technology and processes to deliver them.

The Ministry of Home Affairs publishes a guide for service buyers, with example clauses, tender templates and suggested performance indicators. Its second edition added a demerit points model for assessing a contractor’s performance.
